The UN declared that it was insolvent in October 2019. The UN being insolvent was made perfectly clear in a statement by the UN Secretary General Antonio Guterres about
the worst cash crisis facing the United Nations in nearly a decade. The Organization runs the risk of depleting its liquidity reserves by the end of the month and defaulting on payments to staff and vendors.
Insolvency is a situation in which an individual or organization cannot pay off bills and debts. Those in a state of insolvency are said to be insolvent. The UN’s letter to member states stating that the organization risks “defaulting on payments to staff and vendors” is the UN declaring that it is insolvent.
The UN begged its member states in October 2019 to help it avoid bankruptcy while at the same time the UN wanted an additional $350 billion annually to bankroll its Global Development Goals. UN member states weren’t going to just hand over $billions each year to the UN so Germany conspired with the WHO (UN) to wage the COVID-19 biological attack, pursuant to or in furtherance of a State or organizational policy.
It’s important to note that the UN officially and publicly declaring that it was insolvent was made just months before the start of Germany and the WHO’s COVID-19 biological attack.
Germany stated publicly January 31, 2020 at the World Economic Forum why it conspired with the WHO to commit crimes against humanity – wage biological warfare directed against the civilian population of the World:
Crimes against humanity
For the purpose of this Statute, crime against humanity means any of the following acts when committed as part of a widespread or systematic attack directed against any civilian population, with knowledge of the attack:
(k) other inhumane acts of a similar character intentionally causing great suffering, or serious injury to body or to mental or physical health.
2 For the purpose of paragraph 1:
(a) attack directed against any civilian population means a course of conduct involving the multiple commission of acts referred to in paragraph 1 against any civilian population, pursuant to or in furtherance of a State or organizational policy to commit such attack;

The WHO conducted a pandemic simulation exercise (SimEx) 5 Dec 2019 – just days before the novel SARS-CovV-2 epidemic began. The WHO’s 05 Dec 2019 SimEx in China used “fake press articles, … actors, audio/visual material including video clips” to present the simulation exercise “as close to reality as possible”.
Germany and the WHO began planning and preparations for the COVID-19 biological attack in 2017. The motive for Germany and the WHO’s biological attack directed at the civilian population of the World, pursuant to or in furtherance of a State or organizational policy was first made known in Berlin Declaration of the G20 Health Ministers, page 2 GLOBAL HEALTH CRISES MANAGEMENT
“We (Germany) conducted a simulation exercise during our meeting in Berlin in May 2017 in close cooperation with the World Health Organization (WHO), … The international community needs to fully support the WHO in order for the organization to be able to fulfill its role, including in capacity building and in preparing for and responding to health emergencies. In this respect, we acknowledge that WHO’s financial and human resource capacities have to be strengthened, including through adequate and sustainable funding for the Health Emergencies Programme and the WHO Contingency Fund for Emergencies (CFE).”
